PNP Entrepreneur Business Case Support
Nova Scotia · NSNP Entrepreneur Pathway

Nova Scotia NSNP Entrepreneur
business-case support for partner firms.

The NSNP Entrepreneur Pathway asks for $600K net worth and $150K invested inside the Halifax Regional Municipality, or $400K and $100K outside it, one of the most accessible two-tier structures in Atlantic Canada. The program folded into four consolidated NSNP pathways in February 2026; the entrepreneur criteria carried over unchanged. We build the business case behind your client's file.

How invitations work

Nova Scotia invites from a scored, two-tier pool

The NSNP Entrepreneur Pathway is not first come, first served. Registrations are scored and the province issues Invitations to Apply above a threshold it sets for each round.

1
Register. The candidate submits an Expression of Interest scored against the Entrepreneur Pathway grid: net worth, investment, experience, language, and the HRM or outside-HRM tier.
2
Invite. Nova Scotia Labour, Skills and Immigration issues an Invitation to Apply to registrations that clear the round's threshold.
3
Verify & operate. After acceptance, net worth is verified by a designated evaluator and the candidate establishes and operates the business for at least one year before nomination.

The two-tier capital structure decides which market a client should target first. We build the business case and Business Establishment Plan to the standard each tier expects.

What we tell partners about Nova Scotia

3
Business succession applicants, buying an existing business from a retiring owner, receive priority consideration under the program.
4
A designated third-party financial evaluator must verify net worth within the timeline NSNP sets after invitation.

FAQ

Nova Scotia entrepreneur files, answered

My client has $600K net worth. Does the Outside-HRM tier apply if the business itself is inside Halifax?+
No, the tier is set by where the business operates, not where the client lives. A business established inside the Halifax Regional Municipality needs the $600K net worth / $150K investment tier; only businesses actually outside HRM qualify for the $400K / $100K tier. We confirm the tier before scoping the file.
Did the February 2026 NSNP changes affect Entrepreneur eligibility?+
No. Nova Scotia consolidated ten legacy nominee streams into four main pathways (Graduate, Skilled Worker, Entrepreneur, Express Entry) in February 2026. It was a structural reorganization; the Entrepreneur Pathway's net worth, investment, and experience thresholds, set in the February 2024 relaunch, did not change.
Does business succession get any advantage over starting a new business?+
Yes. Nova Scotia gives priority consideration to applicants buying an existing business from a retiring local owner, alongside standard new-business applications. Both routes use the same financial thresholds; the deliverables differ, so we scope the route early.
Is there a public cut-off score for Nova Scotia's Entrepreneur Pathway?+
Nova Scotia does not publish a fixed cut-off the way BC does. Registrations are scored against the Entrepreneur Pathway grid and Invitations to Apply go out above a threshold the province sets each round. We build the business case to the standard the grid rewards.
Do you provide immigration advice or file the application?+
No. We are a business consulting company, not an immigration firm. We work behind your client's RCIC or immigration lawyer on the commercial file only: business plan, market research, financial model, and operational documentation. We do not provide immigration advice.
