Manitoba is on a direct-review interim intake
The online EOI draws are paused while the MPNP system is rebuilt. In the interim, the program accepts Expressions of Interest by email and reviews them directly rather than by ranked draw.

Submit. The Expression of Interest and supporting forms go to the MPNP Business stream mailbox under the interim paper-based intake.

Review. The program reviews each EOI directly against the stream criteria, not by a ranked pool draw, and aims to respond within about four weeks.

Advise. A satisfactory EOI receives a Letter of Advice to Apply; a Business Performance Agreement is signed before nomination.
With no ranked draw to clear, completeness and credibility decide the review. We build the business case so the file stands on its own when the program reads it.

How does the interim intake work?+
Instead of registering in the online system and waiting for a ranked draw, the candidate submits the Expression of Interest and required forms to the MPNP Business stream by email. The program reviews it directly and issues a Letter of Advice to Apply or a feedback letter.
What are the Capital Region and outside thresholds?+
Personal net worth must be at least $500K. The minimum business investment is $250K if the business is in the Manitoba Capital Region and $150K if it is outside it. The business must create or maintain at least one job for a Canadian or permanent resident.
What happens after a Letter of Advice to Apply?+
The candidate establishes or buys and operates the Manitoba business, signs a Business Performance Agreement, and is nominated once the agreement's terms are met. We support the commercial documentation through that performance period.
